Evaluation of the
EU Baltic Sea Multiannual Plan
(Baltic Sea MAP)
Description: M&E Factory was commissioned by the European Parliamentary Research Service (EPRS) to conduct a comprehensive evaluation of the EU Baltic Sea Multiannual Plan (MAP). This pivotal study assesses the implementation of the plan, which was established in 2016 under Regulation (EU) 2016/1139 as the first regionalized framework of the Common Fisheries Policy (CFP).
The core objective of our study was to determine if the MAP has successfully advanced the key goals of the CFP. Specifically, we focused on:
- Achieving Maximum Sustainable Yield (MSY) for crucial fish stocks like cod, herring, and sprat in the Baltic Sea.
- Restoring fish stocks to healthy, sustainable levels.
- Providing a stable, long-term management framework for EU fishers operating in the region.
Our findings directly support the work of the Parliament’s Fisheries Committee (PECH Committee), providing critical insights into the plan’s effectiveness since its inception.
