Christine: Expert in EU Cohesion, Innovation, and Regional Development

With 30 years of experience, Christine Hamza is a leading expert in EU cohesion and innovation policy, specializing in strategic regional development and city planning. Her expertise is vital for sustainable projects, covering climate change and energy efficiency. Christine is highly proficient in large-scale development project planning and management, and her career includes extensive collaboration with ministries, regional authorities, and the European Commission.

She has authored numerous evaluation studies, possessing deep knowledge across the full spectrum of EU funding programming, monitoring, and evaluation, spanning all periods from 1999 to 2028.

Christine holds degrees in landscape ecology and an MBA in economics, and she is a native German speaker, fluent in English and Spanish.

Christine co-founded M&E Factory in 2015.

Angelos: Expert in Monitoring and Evaluation, fisheries and aquaculture

Angelos Sanopoulos brings over 25 years of EU programme and evaluation expertise. He has worked in several assignments providing technical assistance, strategic environmental assessment of programmes, and programme evaluation.
He provides hands-on data research, policy, planning, monitoring, and evaluation for EU structural funds. In the last ten years he has been Team Leader of the FAMENET support unit, providing the European Commission (DG MARE) with expertise in monitoring and evaluation of the EU fisheries funds at the Union and the Member States level.

Angelos lectures since 2012 at Vienna University of Technology on the topic of systemic impact evaluation.He holds MScs in Urban/Regional Planning, Geo-Information, and Environmental Planning.

He’s fluent in English, German, and Greek; with basic Bulgarian, Italian, and Spanish.

Angelos co-founded M&E Factory in 2015.

Andreas: EU Structural Funds & Theory of change Expert

Andreas Hermann Resch is a highly accomplished Senior Expert with over 25 years of evaluation experience in EU Cohesion Policy programmes, encompassing ERDF, ESF, EAFRD, and EMFF/EMFAF funding. A certified specialist in the Theory of Change (ToC) approach, he provides rigorous, evidence-based expertise in the full cycle of regional policy, from programming and monitoring to ex-post evaluation of major EU and transnational initiatives like Interreg and Rural Development Programmes.

As a Partner of M&E Factory and an external lecturer on system analysis at the Vienna University of Technology, his work is distinguished by his leadership in capacity building for Managing Authorities and his profound analytical and strategic planning skills. Andreas Resch is an essential authority for complex, results-driven European development and evaluation assignments.

Andreas has a background in Landscape Ecology and Planning and professional fluency in German (native) and English (C2). 

 
 

Elona: International Project & Evaluation Expert

Elona Goma is a top project and evaluation expert with extensive experience driving successful EU-funded programmes and performing rigorous policy evaluation. She has worked with key European institutions, including the European Commission (DG REGIO, DG MARE, DG AGRI), the European Parliament Research Service, and various Interreg and macro-regional strategies, showcasing her deep knowledge of EU cohesion policy, rural development, fisheries, and environmental assessments.

Elona excels in cross-border cooperation, successfully coordinating expert teams and leading strategic planning and programme management initiatives across Europe (including the Western Balkans), Japan, Malaysia, and Mexico. Her work is defined by a strong commitment to evidence-based analysis.

She is a native Albanian, fluent in English and Spanish, and knows Italian, French, and German.

Filip: EU Project Management & Policy Enthusiast

Filip is an accomplished professional whose expertise bridges policy formulation and rigorous project management for EU-funded programmes. He holds degrees in Political Science, International Relations, and a Master’s in European Studies – Management of EU Projects.

Filip is highly proficient in both qualitative and quantitative research methods, including Theory of Change and impact analysis, essential for the monitoring and evaluation of the European Structural and Investment Funds (ESIF). He has directly contributed to evaluation projects and studies for the European Commission (DG REGIO, DG AGRI, DG MARE) and DG AGRI’s Evaluation Helpdesk, collaborating closely with regional authorities in the Czech Republic, Austria, and Germany. His experience at various policy institutes has honed his strong analytical and organizational skills.

Filip is a native speaker of Czech and Serbian, fluent in English, German, Slovak, and Italian.

Julia: Project Management & Data Specialist

Julia, a rising talent, holds a Bachelor’s in Economics and Social Sciences. She is also pursuing a Master’s in Business Education. Her academic background includes supporting program management.

With over four years of experience, Julia is instrumental in national and international project management. Her expertise spans project acquisition, stakeholder coordination, surveys, and data analysis. She also performs comprehensive evaluations.

Julia has contributed notably to key projects. These include the Danube Strategy Process Evaluation, where she coordinated large-scale surveys. She also supported studies for Interreg Central Europe. Julia played a vital role in Moldova’s Water Supply and Sanitation Strategy evaluation.

Fluent in German and English, with basic Spanish, Julia offers a detail-oriented, solution-driven approach. She excels in cross-border collaboration and complex content-focused tasks.

Dorottya: Office & Project Management Specialist

Dorottya brings strong project coordination skills and a background in English and American Studies to her current role as an office manager.
