Where does the programme stand today? What lessons can we learn for the future? This interim evaluation assesses the programme’s current status and provides recommendations, both in a general sense and for each specific objective.

A key focus is on boosting communication to attract potential project beneficiaries. The evaluation also identifies measures within specific objectives to increase funding and utilization.

As part of this process, impact models were developed for every objective. Since projects won’t be completed until late 2025 or early 2026, the evaluation offers an impact forecast rather than final results. These forecasts assume projects will finish on time and planned measures will be implemented. The models can also be reused for the final programme evaluation.
